On behalf of the Organising Committee and the Institute of Preventive Medicine, Faculty of Medicine, Lisbon University, it is our pleasure to welcome you to the International Conference
Poverty, Food and Health in Welfare: current issues, future perspectives, to be held in the historical and vibrant city of Lisbon, from 1 to 4 July, 2003.

We have created this website to provide all the necessary information you will need to submit abstracts and register for the conference. However, some areas are still under construction and more material will be added soon. If you need further information or have a question that is not answered on this site please do not hesitate to contact us.

The PFH2003 Conference will be the forum to emphasise the role of poverty on food security and health in welfare. The Scientific Programme has to face the challenge of dramatic socio-economic transformations while leading experts will analyse the burden of poverty, hunger and disease. This Conference offers an outstanding opportunity for the discussion and dissemination of research findings, reviews and theory in all areas of common interest to researchers, health professionals, social scientist, policymakers, educators and students through plenary sessions, workshops, poster sessions and social gatherings. 

The social and parallel programs for accompanying persons, and the pre and post tourism proposals are the final arguments for you to take the decision to bring your family and guests. So, reserve the date July 1-4, 2003 in your agenda, making sure you do not miss this unforgettable experience.

Abstracts must be submitted electronically, using the online abstract submission form (avaiable soon). The abstract form is also available to download in WORD       or PDF          format. Please see full details in Guidelines for the Submission of Abstracts (Word       or PDF          format).

The Scientific Committee invites you to submit proposals for oral presentations, posters and workshops on the following topics
  1. Poverty in welfare: what can be done?
  2. How committed are we to ending poverty? 
  3. Measuring the cost of poverty: are the poor more costly to the society? 
  4. Putting globalization work for the poor 
  5. Inequalities in income, wealth and health
  6. Poverty across the life-course and health
  7. Aging and inequality in health and well-being 
  8. Health care for the poor, uninsured, migrants and minorities 
  9. Food poverty: achieving food security for all 
  10. Measuring food insecurity & hunger
  11. Food policy of the industrialized countries affect food security
  12. Challenges for social and health policy in welfare states

All participants are encouraged to submit one abstract carefully choose the workshop, which best suits the submitted material.

Each topic will be introduced by invited speakers, and will produce its own conclusions to be presented and discussed in the closing session. A final presentation will give an insight on future trends and perspectives towards a world free of poverty, hunger and disease.

Abstracts should be written in English and submitted electronically by completing the:

Please read the guidelines (Word       or PDF          format) carefully before starting your abstract and choose the topic which best suits the submitted material. Abstracts not prepared correctly will not be considered for reviewing. 

Please note: 

  • An abstract should constitute a brief summary of the proposed presentation. Please use single space type, 10 point Arial font and not exceed 250 words. 
  • Each abstract is to be distributed internationally for review by electronic mail. Therefore it needs to be easy to access and read. Please check all the requirements in the abstract guidelines (Word       or PDF          format). Be clear but brief, the aim of the abstract is to attract an audience who will want to hear more about the topic.
  • The deadline for submission of abstracts is December 15, 2002.
  • The authors will be notified by January 31, 2003 as to whether or not your abstract has been accepted. 
  • Presenters of accepted abstracts will be informed of the date, time and mode of presentation by March 31, 2003
  • The abstracts will be published in the abstract book as sent by the authors; no editing, translation or reading services will be provided 
  • Make sure to give contact address of the person who will present your work on the form. Also indicate your preference for topic category and the type of presentation (oral, poster or workshop). 
  • Submission of a paper and its acceptance does not constitute registration to the Conference. Please register separately by completing the registration form (avaiable soon).
  • Publication of the abstract in the abstract book and the presentation of the work will be warranted only after abstract acceptance has been confirmed and the time for the presentation has been allocated. The prerequisite is settled registration fee before February 28, 2003. 
  • Complete texts must be submitted no later than March 31, 2003, for publication in the Conference Proceedings. 

Selection Criteria

Proposals will be reviewed by the scientific committee, and eventually supported by external scientific advisers.
The selection criteria are as follows:

  • the relevance of the paper to the conference theme
  • the originality and scientific value of the topic and/or approach
  • the scope of the analysis and the level of generalization
  • tthe clarity of the presentation

Acceptance of the early registration fee is possible only if payment is received (not postmarked) at ABREU Congressos SA, by February 28, 2003. If payment should not be received by that deadline, the registration fee will be increased automatically.

To avoid double registration, registration forms sent through the internet or by fax should not be sent again by post.

Pre-registrations are accepted until May 31, 2003. After this date, only on-site registrations will be accepted at the congress centre in Lisbon. Registration forms and changes received after this date will not be processed. Acknowledgements will be sent to you verifying your registration and payment received. 

Registration fee, accommodation, conference dinner and optional tours payment must accompany the registration form.

Participants and accompanying persons are asked to wear their name badges at all functions during the conference.

Your registration, hotel accommodation and all payments will be confirmed in writing upon the receipt of your registration/hotel accommodation form and payment (or proof of payment). The confirmation cannot be issued until full payment has been received.

Notice of any cancellation must be sent in writing to the registration office.Cancellation notice must be received (not postmarked) by May 31, 2003 to be eligible for a refund. Cancellations will also be accepted by fax at 351-214 153 383/4. It will apply as follows: all fees, except for the administration fee of 75 EUR, will be refunded for the cancellations on or before March 31, 2003, 50% of fees, except for the administration fee of 75 EUR, will be refunded for the cancellations on or before May 31, 2003. No refund will be given after this date.

Cancellations or no-shows after May 31, 2003 are not eligible for a refund.

An official letter of invitation to attend the conference can be forwarded to any participant upon request for use in obtaining a VISA, etc. However this invitation implies no obligation, financial or otherwise by PFH2003 Conference organization. Request should be directed to:

  In pursuing its objectives regarding the rights and responsibilities of scientists, the organizers shall observe and actively uphold the principle of the universality of science. This principle entails freedom of association, expression, information, communication and movement in connection with international scientific activities, without any discrimination on the basis of such factors as citizenship, religion, creed, political stance, ethnic origin, race, colour, language, age or gender.

ABREU Congressos, (see Contacts ) has pre-booked rooms at various hotels of different categories, at a deeply reduced rates for conference participants, without processing fee. It is strongly recommended reserving your room, as soon as possible since there will be several international events in Lisbon, during in July 2003 and rooms will be allocated on a first come, first serve base.

Please check the hotel list below. Prices are in Euros per room, per night and include breakfast, service charge and VAT. Participants wishing to share a double room with a colleague should inform ABREU Congresses.

Deadline for hotel bookings: May 31, 2003.

All hotels are within short walking distance to an underground station. Please indicate your arrival and departure date, the desired hotel(s) on the registration form.  To secure and confirm the hotel room reservation, payment must accompany the registration form. If the desired hotel is already fully booked, alternative accommodation will be offered.

Changes, cancellations and refund policy

Notice of any change or cancellation must be sent in writing to the Registration Office. Changes or cancellation of hotel reservations are possible until May 31, 2003, at an administrative fee of 25 Euros.  After this date no changes will be accepted.

For cancellations after May 31, 2003 or no-show of confirmed reservations a cancellation fee equal to two nights will be charged added to an administrative fee of 25 Euros. In case of no-show the hotel reservation will be cancelled after one night.

Any refunds will be made after the conference.
